Struggling with coolant filling/bleeding on 2000 528 (M52 I6) after system refresh

Needing some insight, guys. My car is a 2000 528i with M52 engine with electrically controlled thermostat and 72,000 miles. After reading about cooling failures, I decided to replace all cooling components proactively. Radiator, water pump, thermostat, temp sensor and large hoses. Had never experienced leaks or cooling problems, and all removed OEM components looked in perfect condition (anyone who wants them as a cheap "package", let me know)

Tried Bentley manual bleeding sequence, but felt like geysers of fluid from bleeder holes was removing about as much as I added. Settled on "alternate" method from boards. Brief opening of thermostat bleed screw to check for coolant with no bubbles, then 30 sec cold run (with fan low and temp set 90 deg), then top expansion tank off. Run engine to normal temp, then cool and repeat sequence for a few days.

After running the engine until temp is rock steady at center scale, the lower hose is still cold, although others are hot. The connector to the thermostat is on...any chance the brand new Behr thermostat is not opening? Lower hose should be hot, right?

Anybody?
