Bad rings? or valve issue?

Having trouble with my 95 525i. The engine will not start but it will turn over, The cylinder pressure is about 30-60 psi short of optimum pressure, I am getting spark, Gas, And air. Also while removing the spark plugs I noticed that there was quite a lot of oil in the spark plug pocket.
