passenger side headlight won't turn on

So as stated in the title my '89 e34 passenger side headlight won't turn on. I stuck a voltmeter in the socket after trying two new bulbs. I saw from the voltmeter that I had power and some amps as well. I can't seem to figure out what I am doing wrong in this test. Any ideas as to why I'm seeing that I have power but can't get any to my light bulb?
