Idle control valve running without key turned on

So I've been having a battery drain problem for the last couple of months and finally had some time to diagnose it today. I connected the battery and immediately noticed a hum from the engine compartment (key isn't even in ignition). I culprit being the idle control valve.



Backstory: Originally had an bad idle/running condition and unplugging the maf caused everything to run much better. Was running maf-less for a while until one day I heard a pop under the hood and some smoke started coming out. A wire had shorted inside the wire box on the passenger side engine bank. This was when the drain started occurring. While all this had happened the maf connector had managed to rub up on the aux belt and had worn through a wire.



I'm going to go back and fix all the wiring tomorrow but just wanted to ask if there's anything else I should check that would be the cause of this drain? And what would cause the icv to be constantly on?
