Climate control has a mind of it's own

Hi everyone, I'm new to the forums and would like some input on a problem I'm having with climate control. When I turn on the heater and put it to blow air on my face, it comes out of the defroster vents, and it does the same thing when I set it to blow air on my feet. As for the cool air, my car doesn't have a clue what cold air is. If the nob is turned to the blue section, it continues to blow hot air no matter what. Obviously, the AC doesn't work but that's a different story. Anyways, I took it to a mechanic, and he told me that my car was manufactured this way, and that "it's against safety laws for a car to be able to blow hot air on your face since it makes you sleepy," :eyecrazy:confused:rolleyes I knew it wasn't true but chose not to pick a fight with him since he'd obviously make up anything lol. I've replaced the climate control itself, along with the "hedgehog", so I'm out of ideas. A different mechanic told me that it could be the IHKA control module, but I couldn't find any information on that part and decided to abandon the idea. All ideas are appreciated
